W-ZHA was retained by Montgomery County to identify innovative financing techniques for a mixed-use project containing a transit station, public parking, hotel and residential land uses. The County, Transit Authority, and Developer were in Development Agreement negotiations when it was apparent that the complex development program required gap financing and construction schedule revisions. W-ZHA evaluated the Developer's proformas and determined that a contribution to parking was financially feasible, yet insufficient. W-ZHA identified alternative financing mechanisms as well as revisions to the development program to enhance overall feasibility.
