DEVELOPMENT AND INDUSTRY AND TECHNOLOGY CLUSTER ANALYSIS AND EVALUATION
ZHA's expertise and experience in these areas includes: Corporate Site Selection:    Identifying appropriate sites, based on client-provided criteria, for headquarters, manufacturing, office and research and development operations for large corporations, middle market and privately held companies. Identifying
and Negotiating Industry and Technology Cluster Analysis:    On behalf of cities, counties, regions and state, identifying geographic concentrations of interdependent, complementary and/or competing industries that trade with each other. The results of such analyses have assisted clients with formulating appropriate business recruitment strategies and maximizing application of resources for economic development (i.e., adapting incentive tools for a sector, pooling workforce resources in a skill area, leveraging venture capital, etc.). Marketing Strategies:    Developing marketing plans and strategies for public sector entities to use to attract new business investment that, in turn, expands tax base and creates new jobs. Such efforts, which are typically multi-pronged (i.e., direct advertising, trade shows and conferences, special events and calling missions) are designed to target key decision makers in identified industry growth areas. Research/High Technology Park Studies:    On behalf of universities and other institutional users, assessing potential to attract research and development and technology users to proposed research/business parks. Specific sectors assessed include biotechnology/biomedical, pharmaceutical, information technology, electronics, aerospace, telecommunications and optics. Projects in these areas include: Business Development Program Management -- ZHA managed business recruitment and retention for two states (Maryland and Illinois) in the 1990s. In both states, during the time, record amounts of new investment in these respective states were leveraged with State financial and technical assistance. TOP Corporate Site Selection Project Management -- ZHA served as the State of Maryland's project manager for a General Motors Allison Transmission manufacturing plant in Baltimore County, Maryland ($215 million capital investment, 450 new jobs), the relocation of the Discovery Channel headquarters to Silver Spring Maryland ($150 million capital investment, 400 new jobs). For the State of Illinois, ZHA also served as project manager for the expansion of a Quaker Oats manufacturing facility in Danville, Illinois ($20 million capital investment) and a MCI WorldCom technical center in Chicago ($25 million capital investment). TOP Maryland Industry/Technology Cluster Analysis -- ZHA played a key role in the development of a cluster analysis for the State of Maryland. The study, which was conducted with committees of industry representatives from around the State, identified six key sectors that showed evidence of strength and/or growth potentialÑbiotechnology, information technology, finance and insurance, environmental services, manufacturing and transportation/distribution. As a result of the cluster analysis, resources (i.e., staff, financial assistance, workforce programs) were deployed to enhance growth in the sectors and maximize their potential. Additionally, ZHA participated in and provided assistance on several other cluster analysis exercises performed at the regional and local level in both Maryland and Illinois. TOP North Side Pittsburgh Industry and Cluster Analysis Ð ZHA conducted a cluster analysis for a significant geographic portion of the City of Pittsburgh. After performing a market segmentation analysis and identifying eight clusters with growth and synergy potential, ZHA developed corresponding business development, workforce development and a marketing strategy to attract and retain industry in the identified sectors. TOP Maryland Economic Development Marketing Plan -- For the State of Maryland, ZHA's staff developed a $2.0 million marketing plan designed to reach key decision makers. The plan included direct advertising, industry trade show and conference participation, special events and forums and development of collateral materials. The program targeted geographic areas in the United States and industry and technology sectors. TOP Illinois Economic Development Marketing Plan -- ZHA developed an award-winning marketing strategy for the State of Illinois' Department of Commerce and Community Affairs. Components of this $2.0 million strategy including direct advertising (industry and general business magazines, radio and other outlets), special events for key decision makers and location consultants, collateral material development and participation in trade shows and conferences. TOP Economic Potential Assessments (National) -- ZHA has provided numerous public entities with economic studies with economic strategies geared to understanding the area's industrial/economic development potential. This work has included the development of successful industrial incubator studies in Charleston, West Virginia, and Camden, New Jersey. These strategic assessments often are conducted city-wide, along transportation corridors, along river basins and/or in multi-county portions of states. These assessments often include developing educational and marketing strategies, recommending linkages to existing businesses and universities and developing new training and re-training programs with targeted industries. TOP Johns Hopkins University Biomedical Research Park -- ZHA assessed the ability of Johns Hopkins to attract biomedical and biotechnology users to a proposed research park in Baltimore, Maryland. TOP University of Maryland Baltimore County (UMBC) -- ZHA advised UMBC in the development of its technology park. Activities included coordinating a marketing event for the tech park and recruiting efforts with specific prospective users. TOP Johnson City, Tennessee Business Park -- ZHA assessed the market potential of a 130-acre parcel owned by the Johnson City Medical Center and the City of Johnson City. ZHA devised a development strategy which involved coordination with East Tennessee State University to include technology transfer functions and an incubator. The effort included identification of office and industrial users for the site. TOP Rose-Hulman Institute of Technology -- ZHA developed an investor/developer attraction strategy for a proposed business research park at the Rose-Hulman Institute of Technology in Terre Haute, Indiana. ZHA assessed the market potential for the development and devised a joint development and implementation strategy at attract potential investors.
